EPA Publishes Preliminary List of Companies Subject to TSCA Risk Evaluation Fees
U.S. EPA has published preliminary lists identifying manufacturers (including importers) that may be subject to TSCA fee obligations associated with each EPA-initiated risk evaluation of the five High-Priority Substances Acetaldehyde (CASRN 75-07-0); Acrylonitrile (CASRN 107-13-1); Benzenamine (CASRN 62-53-3); Vinyl chloride (CASRN 75-01-4); and 4,4鈥-Methylene bis(2-chloroaniline) (CASRN 101-14-4). Regardless of whether a company is listed, any company that has manufactured or imported a listed chemical in the prior five years must report to EPA via the CDX (Central Data Exchange). EPA is accepting comments through March 3, 2025.
Evonik Establishes Partnerships with Fuhua and Oerlikon Barmag
Evonik and Fuhua Tongda Chemicals Company (Fuhua) have established Evonik Fuhua Materials (Sichuan) Co., Ltd., a joint venture in Leshan, Sichuan Province, to produce and market hydrogen peroxide (H2O2) in China. Evonik holds a 51% stake, with Fuhua owning 49%. Production is set to begin in the first half of 2026.
APC Signs Contract with Hafnia
Ohio-based Advanced Polymer Coatings (APC) has signed a new contract with Hafnia, an operator of product and chemical tankers, to apply its MarineLINE庐 coating system applied to 10 chemical tankers in the Singaporean headquartered company鈥檚 fleet.
WACKER Expands Production Capacity for Specialty Silicones in Asia
Wacker Chemie AG has launched two specialty silicone plants in Tsukuba, Japan, and Jincheon, South Korea, boosting its presence in Asia鈥檚 growth market. The investment, in the double-digit million-euro range, supports rising demand from the automotive and construction industries.
Pilot Chemical Company Expands in North America; Partners with Kao
Pilot Chemical Company plans to significantly expand its North American production of anionic surfactants at its Middletown, Ohio manufacturing site 鈥 more than doubling its alpha olefin sulfonate (AOS) supply for household, industrial and institutional (I&I), and personal care markets.

This action ensures a consistent regulatory framework and aligns with the California Air Resources Board鈥檚 aerosol coatings rule, which will help aerosol coatings manufacturers with streamlined compliance.
SCAQMD to Host Workshop on Proposed Amended Rule 1151 (Auto-Refinish) Aug. 30
California鈥檚 South Coast Air Quality Management District (SCAQMD) is accepting written comments on the proposal through Sept. 13, 2024. The district intends to present the Proposed Amended Rule 1151 to the Governing Board at a public hearing on Nov. 1 (subject to change).
ACA Comments on OSHA鈥檚 Proposed Emergency Response Standard
ACA鈥檚 comments to focused only on WEREs鈥 Workplace Emergency Response Employers. OSHA has scheduled an informal hearing on its proposal for Nov. 12, 2024, to hear comments and testimony from the public.
OSHA Final Rule Updating the Hazard Communication Standard Takes Effect July 19
According to the OSHA, its updated Hazard Communication Standard, which takes effect on July 19, will better protect workers by improving the amount and quality of information on labels and safety data sheets and allow workers and first responders to react more quickly in an emergency.

New California Law will Expand Products Collected by PaintCare
A new California law will expand the range of products managed by the PaintCare program in the state from architectural coatings to a broader array of paint product types. Gov. Gavin Newsome signed SB 1143 into law on Sept. 29.
ACA Announces Appointment of Mike Johnson as Incoming President and CEO
ACA has announced the appointment of Mike Johnson as president and CEO, effective Nov. 1. Johnson, president and CEO of the National Stone, Sand, & Gravel Association (NSSGA), will succeed Andy Doyle, who was first appointed as the association鈥檚 CEO in March 1988 and whose ACA career spans 45 years.
